10 judges chosen by lot: every had fair chance to be a judge, prevented biased citizens becoming judge on purpose

1 overall supervisor, rest divided into 3 groups

  • 3 for equestrian events
  • 3 for penthathlon
  • 3 for remainder of the competition


  • had to swear an oath to judge fairly
  • entirely responible for enforcement of rules (competitors and trainers could be publicly whipped)
  • heavy fines given out (paid
