In January 1919, representative from the 32 winning countries met in the palace of versailles for the paris peace conference. The discussions were led by the Prime minister of France, Georges Clemenceau, the Prime minister of Britain, David Lloyd George, and the President of America, Woodrow Wilson. They became known as 'The Big Three'.

Since most of the fighting took place in France, a lot of French men were killed on the front line, and a lot of innocent people were killed in the city. Clemenceau wanted strict revenge, to ensure that this would never happen again.
