- by 1800, there were 23 million Germans living within 314 states
- these states were loosely controlled by the Holy Roman Emperor (also known as the Austrian Emperor)
- Austria and Prussia were both defeated by Napoleon (1805-6)
- Napoleon rearranged the states to just 39
- he also replaced the different laws with Code Napoleon (as he did with Italy)
- ideas of liberty and equality became widespread throughout Germany
- however, Prussia became angry at their defeat, the wanted to control Germany once again
- the war of Liberation 1813, saw Austria join in by declaring war on France
