Ebert was elected the first president of the republic.

Article 48-In an emergency, the President could take control of Germany and issue laws and decrees. This would potentially allow for a dictatorship to develop.

Proportional representation- Lots of different Political parties could win seats in the Reichstag. Sometimes there were over 20 different parties arguing over the same issue
