Why was unity unlikely?

  • there were 39 states, each governed by an independent leader
  • the Diet (parliament) had little power
  • there was no solid language and culture, each state had its own
  • some states under the confederation were ruled by non-Germans
  • the 'peaceful dualism' as Metternich descibred between Austria and Prussia
