The German war effort was bedevilled throughout by the shortage of raw materials and consumer basics. On the 4th Feb 1915, the German government announced a submarine blockade of Great Britain. The British government responded immediately by ordering the Royal Navy to seize all goods that were persumed to be destined for Germany. This was to have a considerable impact on the German Home Front. before the war, germany was not self-sufficient in food, in 1914 it imported around 25% of what it consumed.
