Nickoli Bunge- 1881-1887- Created the peasants land bank, which allowed peasants to ask for loans in order to buy more land. This was a good idea in theory, however it was too small a scale in large scale Russia. 

Ivan Vysnegradsky- 1887- 1892- Encouraged foreign companies to invest in Russia businesses to raise money for industry. He did this by offering them financial incentives, like bonus payments and also raised the taxes on the Russian population. 

- Money was used to expand the rail network and increase oil production in Baku and coal in Ukraine. 

- Also put high tariffs on importing coal and oil to protect Russian industry. 

- He was dismissed due to a famine in the year 1891-92. (Cholera hit at the same time causing 350,000 deaths. 

- Grain exports increased by 18% and the government was in surplus.
