Olis cannot dissolve in water.

Emulsion are droplets of a liquid (eg. oil) that are suspended in another liquid (eg.water)

Emulsions are much thicker then the liquids that form it , for example mayonnaise is an emulsion of sunflower oil and vinegar.

This makes the physical proterties of the emulsion to suit well to a lot of uses in food , like slad dressing , because
