1.       How successful was foreign policy in 1558-1562

2.1 The Treaty of Cateau-Cambresis, 1559

·         England and France reached an agreement over Calais

·         France would retain Calais for 8 years, after this it would be restored to English control, provided England kept the peace.

·         If France failed to return Calais, they agreed to pay 500,000 crowns (£125,000)

2.2 Intervention in Scotland

·         Issues began when Henry II of France died, succeeded by Francis II, who was married to MQS. Francis' acession to the throne brought the strongly catholic Guise faction to power.

·         The Guises sought to use Scotland in French policy. French troops were sent to garrison major Scottish forrtresses. This alarmed John Knox, the leder of the Scottish Reformation and sought power in Edinburgh, leading to conflict.

·         Elizabeth was cautious about interferring. She hated Knox but Cecil strongly supported intervention. He had protestant sympathies, wanted to reduce French influence in Scotland as well as MQS' power.
