By laws can be made by local authorites eg. Barrow council

they can also be made by large companies eg. British airways

they are made  under the authority of the parent act and must be aproved by relevant government ministers.

the local government act allows loacal authorites to make a variety of by laws

they can be enforces in court

local councils have knowldge of local areas and their problems eg. no drinking in barrow park

other examples: feeding birds in public areas, skateboarding…
