By Laws are made up by local authorities to cover situations in their own area. The County Council pass laws which affect the whole country whereas the district and town councils pass laws which only affect their particular area. Local by laws can include traffic control or parking restrictions etc. The water board can be given powers to make some decisions and British Airways and National Railway also can enforce their own rules such as no alcohol or smoking on train etc.
