Parliament can pass legislation on to what is seen as secondary bodies that are inferior in the eyes of Parliament. These bodies may include local councilcs, government bodies, ministries, and any kind of organisation or business that may need legal authority, passing legislation on to different secondary bodies through the use of a parent/ enabling act that gives such secondary body its power.
