- Drawn from records kept bu the police and other official agencies
- They are published every six months by the Home Office
- They cannot be taken simply at face value
Strengths
- Provides historical changes over time
- Gives both sides of crime
Weaknesses
- This change over a six-month period, not enough time to recognise crime
- Police don't always record them
