• Both Congress and parliament are structurally similar, both have a bicameral nature 
• However, seperation of powers is a clear structural difference, Obama having to quite senate whereas May is a PM and an MP 
• Both Congress and Parliament have considerable legislative power, Parliament blocking Brexit in 2019 and Congress blocking the wall in the same year
