The New Power Structure
- CPPCC met in Bejing in september 1949, set out common programme, set out rights for chinese citizens
- 1954 new constitution created National Peoples Congress, fully elected body
- However National Peoples congress had to tow party line, couldnt deviate. Dmeocratic Centralism
- Communist Party at the top, then Central Peoples Government, Then the PLA
- By 1950 CCP had 5.8 million members, absolute control
