- This was because he was EXPECTED NOT to interfere with the Kaiser's WELPOLITIK.
- He was SUCCESSFUL at FORGING COALITIONS & finding ACCEPTABLE COMPROMISES
- He DEVELOPED a reputation within Germany for being TOO PLIABLE & TOO 'SOFT'
- He was BLAMED for causing German politics to POLARIZE into STRONG RIGHT, STRONG LEFT& INVISIBLE MIDDLE.
