Proportional representation:

• People voted for a party in one of 35 electoral areas rather than a particular person.
• Their representative was chosen from a party list.
• If a member died or resigned, there was no by-election to replace them. The next on the list would replace them.
• Many felt politcians were not specifically interested in them.
