OUTBREAK OF WAR

Outbreak of war with Austria prevented the survival of the 1791 constitution

It led directly to the fall of the monarchy, civil war and to the Terror

The great powers had shown no inclination to get involved in the French Revolution

Declaration of Pilnitz:

After flight to Varennes 1791, the Austrian's/Prussian's felt they had to show support for Louis through the public declaration

• appeared to be a threat to interfere
• enemies believed they had a right to not trust the monarchy now

Yet it was no threat at all: as they knew other powers wouldn't help them/the Assembly didn't debate it/Leopold gave the new constitution a warm welcome
