Suggest two reasons why cities in California sometimes suffer from flooding (4)

Flooding could occur in California in el nino years as air currents move eastwards across the Pacific Ocean which brings moist air to South America and the eastern Pacific. The Califnoria coast is also affected by this current which brings torrential rains causing flooding. Another reason for flooding in California could be the huge population (approx 39 million in 2014). The large amount of people living in California could create more impermeable surfaces such as concrete when building infastructure for the population which meakes flooding more prevalent as the rainfall cannot soak into any surfaces.
