The C=O bond is polar because there is a large difference in electonegativity between C and O. The slightly positive C atom atrracts nucleophiles.

Short-chain carbonyls are soluble in water because their polar C=O bond means they can form hydrogen bonds with water. 


The oxidising agent for the reaction of alcohols is acidified potassium dichromate.
