Germany was now compromised of 25 federal states. All with their own rulers and parliaments

Prussia had control of over 60% of Germany

there was still religious divides with Catholics and Protestants

minorities took up 10% of the population. Poles, French, Danes, etc.

German constitution:

• the second German Empire was proclaimed 18th January 1871
• at the Palace of Versailes
• the constitution was to be based on the North German Confederation
• power was divided into 25 states
• they each had their own power
