  • after 1871, Bismarck needed a parliamentary majority
  • although he was far from being a liberal, he had no choice but to join the National Liberals
  • they were the strongest party in the Reichstag
  • in some ways the Liberals were the ideal allies because some even applauded the way Bismarck united Germany
  • they were more than happy to nationally unite the country
  • intially some legislation was passed:
    - national system of currency passes
    - Reichsbank created
    - all internal tariffs abolished
