Basic character of metal oxides and hydroxides

Group 1 and group 2 metal oxides are basic (dissolve in water) - this will form an alkali solution. 

Oxide ion is very strong basic anion due to its high charge. 

Oxide ion in the metal oxide reacts with water to produce hydroxide ions due to a hydroxide ion is the strongest base that occur in water.
