Non-democratic

As the House of Lords is filled with Government officials and aren't elected this makes it a non-democratic system. 

Time

One disadvantage is that Parliament doesn't always have time to deal with all the reforms that are proposed. Law is still waiting to be reformed, e.g. Assaults and other offences against the person 1861. Law Commission proposed changes to it in 1993. Reform was needed as the old law dated back to an Act of 1861, and it was difficult to understand. In 1997 the government accepted that there was a need of reform and published a draft bill in 1998. The bill hasn't furthered since.
