Why was it not immediately introduced:

• Mao regarded the establishment of a much stronger industrail base - vital for Chinas development of world power.
• This meant that an economic plan couldn't be launched immediately due to: Communists had to consolidate their political control, they had to reduce annual inflation rate from 1,000% which they inherited. The need to reward the peasants for their support by arranging land redistribution - all these took proirity over the economic plan - also their was a high military spending which caused the dely.
