To maintain law and order: law prevents people from doing whatever they want. citizens need to feel safe and protected.

Regulating relationships: law must be able to regulate a successful outcome if citizens disagree. Setting standards: sets a level of standard that a person must achieve. if someone falls below this standard, the law must intervene.
