Vaccination Act (permissive).

Anybody could be vaccinated free of charge by the poor law medical officers.

Vaccination Act (compulsory).

Obligatory for parents to have their chidren vaccinated for smallpox within three months of birth.

Formation of the Leicester Anti-vaccination League.

Deaths from smallpox fell without the need to resort to vaccination in Leicester.

1870-1873

Smallpox epidemic kills 44,000.

Resulted in a draconian act.

1871

Vaccination Act (compulsory and more draconian).

Obligatory for local health boards to appoint vaccination offficers and imposed fines of 25 shillings to parents who refused to have their children vaccinated, with imprisonment for those who did not pay the fine.

Joined by representatives from over 50 towns.
