Japan had a humiliating and devastating defeat in the war and was now occupied by US forces
They were amazed that the US forces did not behave like Japan did in China
Kept Emperor Hirohito- manipulated war crimes trials to ensure Hirohito 7 family were not inplicated and sent Hirhito on tours to encourage positivity towards SCAP
SCAP conrolled the media so they could promote the constitution
Japanese were traditionally respectful of authority
Liberals, Women and union leaders supported the constitution
Lack of japanese speaking SCAP allowed Japanese authprities to change, delay and even ignore SCAP instructions.
