Relative State Autonomy

Autonomy means that the state has been able to achieve relative independence from the demanding clamour of special interests.

It can and does override these interests in the putative national interest.

Autonomy doesn't mean isolation.

Embedded autonomy - bureaucracies are embedded ina  dense web of ties with both no-state actors and other state actors who collectively seek to define, re-define and implement developmental objectives.

Example - Japan - intimate relationship between key bureaucracies and the economic agents in private sector that has combined the public-private drive to attain development goals.State and market are pulling in the same direction. 

Non-democratic states - autonomy is often revolution by military seizure or power.

Influx in revenue reduces state dependency and giving it a free hand to direct resources.
