When 2 insulating materials are rubbed together, electrons will be scraped off one and on to the other. Leaving a positive static charge on one, and a negative static charge on the other.

Static Electricity

Negative and Positive charges are only ever produced by movements of the electrons.

Positive charges never move.

A RATE OF FLOW OF ELECTRICAL ENERGY IS CALLED AN ELECTRIC CURRENT.

A charged conductor can be discharged safely by connecting it to the Earth with a metal strap. The electrons flow down the strap if it's a negative charge, and up if the charge is positive.
