Refraction

is caused by the waves changing speed as they enter a different medium. When they slow down (caused by entering glass or plastic) they bend towards the normal. If it hits a boundary at 90 degrees (along the normal) it wont change direction, but will still slow down. When light hits a different medium, some light will pass through it but some will be reflected (all depends on the angle of incidence)
