Methods of increasing revenue

  • Charles signed the Treaty of Madrid to end the war with Spain. He signed the Treaty of Suza to end the war with France. Spending on war reduced from £500,000 to £70,000.
  • He raised £358,000 from the continued collection of tonnage and poundage.
  • Forest fines raised around £40,000.
  • Distraint of Knighthood. Nearly £175,000 raised.
  • Monopolies.
  • Ship Money. Introduced as an annual tax and extended to all counties. Raised around £200,000 per annum.

Opposition to financial reforms.

  • In 1629, a merchant, Richard Chambers, refused to pay tonnage and poundage. He was imprisoned and fined £2,0000.
  • Hard to show discontent as there wasn't a parliament.

John Hampden and Ship Money

  • Hampden refused to pay Ship Money in 1636 and initiated a legal challenge against it.
  • Puritan and apart of the Providence Island Company. 
  • Show trial.
  • Seven ruled in favour of Charles and five against.
