This chapter is mainly about a meeting Ralph calls to discuss the problems they're having
Ralph wants practicality - water, shelter, lavatory, fire etc
Jack wants power - bullying, no animal beast
Piggy wants rationality - scientific thinking, fear of people - "Life, said Piggy expansively, is scientifc"
A littl'un talks about something moving at night which was Simon - "'I wanted - to go to a place - a place I know'" the boys tease him about going for a poo - "he was taken short" - but he's the only one who understands why he went for a walk
They then vote about ghosts - Ralph tries to prove that no one else believes in ghosts but it doesn't work out that way - "who thinks there may be ghosts ... I see".
"he had not got the conch and thus spoke against the rules; but nobody minded" - Jack is defying Ralph's rules and Ralph does nothing about it.
