The Sheriffs

Appointed annually among local landowners and was the closest to a police officer. Kept the King's peace and was responsible for the arrest, detention and prosecution of criminals. A judge as well as law officer and had their own court where administered King's laws.

The Justices of the Peace (JPs)

Were appointed annually among local landowners. Strict hierarchy with the local bishop heading those appointed at the head followed by landowners. 

JPs responsible for:

  • Defence of public order
  • Dispensing justice to the criminals bought to them by the sherrifs 
  • Implementing various statutes of a social and economic nature

Henry extended the power of JPs- 1485 gave them power to arrest and question poachers or hunters. 1487 power to grant bail to those waiting trial. 

1495- Deal with the problems of corrupt or intimidated juries.

Henry's control over the JPs was limited.

Power of JPs limited:

  • had to rely on lower officials 
  • Petty crimes went unpunished
