Homeless literally means having no home or haven, and the homeless are described as people without a home.
Housing Act 1996 defined a homeless person as:
'One who does not have accommodation available for his occupation in the UK or elsewhere which is not a moveable structure, or has accomodation which he cannot continue to occupy'
Local authorities have and obligation to find accomadation for-
- Pregnant women
- People with dependent children
- Those who are vulnerable because of old age, mental illness or physical disability
- Those who have vulnerable people in their household
- Those who have lost their home as a result of an emergency
