Opposition in the 1850s and 1860s

  • problmes not understood by people on local boards
  • Chadwick annoyed and angered many because of his bullying tactics

Local Government Act and PHA 1858

  • general board of health abolished
  • powers given to a new local government
  • a medical department of the privy council was set up
  • powers to appoint officials
  • there was hostility towards general board of health and Chadwick

1866 Sanitary Act

  • John SImon - London's first officer of health and medical officer to general board of health
  • removal of 'nuisances'
  • 'nuisances' included overcrowding
  • local authorities given powers to improve or demolish slum dwellings

Pressures for further change

  • 1867 - parliamentary reform act gave the vote to working men in towns
  • 3rd cholera epidemic in 1865-66 killed 20,000
  • 1861 - Pasteur and germ theory

Public Health Act 1875

  • every part of the country had to have a PH authority
  • had to have at least one medical officer and one sanitary inspector
  • government completley committed to the provision of PH

  • Food and Drugs Act - 1938 - control over slaughterhouses and food adulteration
  • local authorities took over control of water supplies
