Leader of the biggest political party in Germany - those who didn't agree with him had the only other option to support the communists or a civil war which to them was worse.
The Nazi party had gained state resources, for example the responsibility of the police which could be used to ignore Nazi crimes and the radio to spread propaganda.
Hitler was a master tactitian and it soon became clear that Papen's way of controlling Hitler would not work and Hitler was proved to be smarter than Papen's 'Baron' led goverment.

Weaknesses of Hitler
There were only two other Nazis in a cabinet of twelve - Frick and Goring. The nine other non-Nazis were conservative nationalists and members of army and landowners.
Hitler's government didn't have majority so couldn't make decisions to do with the law.
Hindenburg hated Hitler so it was a prospect that Hitler could be sacked at any moment (but then Hindenburg dies...)
