What was the First Five Year Plan?

The First Five Year plan was an attempt by Stalin to increase industrial output in heavy industry as this was thought to be the foundation of industrial growth. It was launched in October 1928 and came to an end in December 1932. Gosplan, a department within the government, set targets which were expected to be met. However, these targets were unrealistic and much of the progress made that dd increase production cause terrible human suffering. Stalin had not created a planned economy but a command economy.
