Weakened civil society

State often experiences weakness, flattening or control at the hands of the state.

Weakening of civil society has been a condition of the emergence and consolidation of development states.

Pressures for democracy often comes from those groups – students, professionals, etc. would normally form the core of civil society.

These political forces only emerge as challengers to non-democratic rule and when significant changes have occurred in socio-economic structures of society.
