  • Health inspectors would go round
  • Provide sewers
  • Inspect lodging houses
  • Inspect quality of food

This was not obligatory

  • Covering up sewers and keep them in good conditions
  • Provide fresh water
  • Organise refuse collection
  • Public baths and lavatories were built

They were forced to do this
