Education (Butler) Act 1944

Tripartite System

  • 11+ exam.
  • Grammar, Technical, Secondary Modern.
  • O Levels studied at Grammar schools.
  • CSE's at Secondary Moderns.

Impact

  • 2/3 Grammar school places went to m/c children.
  • 11+ biased in favour of m/c.
  • w/c children labelled as failures.
  • Girls achieved higher so pass rate was higher.

Comprehensivisation (1965-1979)

Intention

  • Abolish 11+.
  • Educate in one type of school.
  • Catchment areas.
  • Reorganised to be all comprehensive schools.

Problems

  • Little mixing of social classes.
  • Tripartite system.
  • Used setting or streaming.

New Right Policies (1979-1997)

New Vocationalism

  • NVQ's= job specific qualifications studied while working.
  • GNVQ's= studied as an alternative to academic qualifications.
  • Apprenticeships= training at work and college.
  • YTS= work experience with education.

Criticisms

  • Real purpose to create good attitudes to working.
  • Shortage of jobs.
  • Lower ability students put on vocational courses.
  • Training schemes gender stereotypes.

Marketisation of Education

  • Testing at SATs.
  • League tables.
  • Formula funding.
  • National curriculum.
  • Opting out.

Criticisms

  • Damaging stressful effects on children.
  • Lower achievers not being entered for exams.
  • Popular schools get more funding.
  • Parentocracy is a myth.

  • M/C gained most.
  • Increase in M/C uni entrants.

  • EMA replaced with bursaries.
  • Rise of uni fees to £9000

  • Increased immigration led to heavier focus on other cultures.
  • Educational ideas shared between nations.
