State:

  • Popular consent (clear mandate) and accountable
  • Minimal governemt -- rein back the fronteirs of the government, night watchman
  • Limited in scope/range
  • Only role is to advance freedom and opportunities

Equality:

  • Equal rights, tolerance, diversity, equality of opportunity

Social justice <-- Modern Liberals:

  • Govt. should create opportunities because of inequalitiy
  • Wealth should not be achieved via exploitation
