Effects

  • The USA's view of the USSR's actions was influenced by George Kennan, an American diplomat based in Moscow, who believed that communism demanded the spread of revolution worldwide and that the two superpowers could never live in peace.
  • Kennan recommended the USA act to contain the USSR's aggression, which Truman agreed with
  • However, the USA failed to understand that the USSR was obsessed with its own security and saw all of the USSR's actions as evidence of its desire to control Europe.
