Reducing role of the state - Civil Service

Advantages

  • 1980 - there were 732,000 civil servants, Britain had 3 times as many bureaucrats as comparable nations. By 1988, 22.5% of civil servants had been sacked, saving £1 billion
  • Environment Minister Micheal Heseltine introduced the Management Information System for Ministers which allowed him to more closely monitor the cost and responsibilities of civil servants
  • The MINIS was rolled out to other ministries through introduction of the Financial Management Initiative
  • Where inefficiencies were uncovered, job losses followed: 1 in 4 civil servants at the Environment Ministry sacked in 3 years
  • The 1988 New Steps Report promoted a less centralised civil service with 'flexible' agencies working with the private sector to deliver services. By 1991 there were 57 agencies.
  • By 1997, 76% of civil servants worked in 100 agencies and they remain a key way in which public services are delivered - e.g. Prison Service

- Thatcher used business-minded colleagues from outside government to bring about the desired reduction of the civil service
