James and Parliament

?

James and Parliament

Advantages

  • Improved relationship due to James' compromise over prerogative in Godwin v. Fortescue 1604
  • 1621 Parliament James needed money for war and commons voted 2 subsidies plus £140,000 for general purposes

Disadvantages

  • Shirley's Case 1604 - James not respecting parliamentary privileges by arresting MP whilst sitting
  • Parliament wouldn't approve union of England and Scotland- massively disappointed James
  • Issues over purveyance, James said he would look into by issuing 'Prevention of Abuses in Purveyance' but system still open to corruption
  • Parliament saw Impositions as a 'back door' tax undermining their authority e.g. John Bates Case 1606
  • Apology of the House of Commons in 1606- parliament felt their privileges were under threat, disputes over purveyance and wardship
  • Addled Parliament 1614, petitions about opposition, 'HoC is a body without a head'
  • Overbury Scandal 1615 where James' favourite Robert Carr pardoned for murder lowered respect
  • Rise of Buckingham 1618-28- controlled patronage, sold off titles, lack of competency with foreign policy
  • 1621 Parliament- James went to Newcastle during the session, MPs couldn't discuss without him, drew up Protestation but ripped out of records by James
  • 1624 parliament didn't grant James enough money and the expenditure of it was to be supervised- cut at prerogative
  • Problems over Charles' marriage to Henrietta Maria due to lifting restrictions on Catholic worship

Evaluation

Didn't get on due to conflicting views on parliamentary privileges and King's prerogative, Whig view
