education policy timeline

It looks like school level improves every time. I'm curious whether there is any research on education level: creativity, logical thinking, etc. My friend is a writer at  https://edubirdie.net/blog/edubirdie-review and he writes reviews on different topics as well as does researches. His last analysis in education level says that results of education so-called improvements are controversial. There are people who are extremely smart and intelligent thanks to technologies and there are still people who barely read or write.
