Differences and Similarities between the polices of Stalin's Government and Khrushchev's Government.

Similarities

  • Both filled the Government with their friends and supporters.
  • Both individuals held all the important positions within the Government.
  • Heavy punishment still remained under both leaders for criticism of party.

Differences

  • Stalin allowed the Presidium to play a limited role, only meeting 9 times a year when under Lenin they met weekly. Under Khrushchev, he resumed regular meetings of Presidium and Central Committee.
  • Under Stalin, all the decisions were made by himself. When Khrushchev took power, he reversed the process of centralization, believing one person should not make all decisions. Gave power back to local governments. Proportion of industry owned by the government fell from 68% to 44%.
  • Genuine debate was allowed in Khrushchev's gov, under Stalin, those who went against him were often purged, as seen in the Great Terror.
  • Stalin used terror frequently, killed around 500,000 people during the Great Terror, Khrushchev reduced the use of terror significantly, releasing 200,000 political prisoners.

Overall comparison

Under Stalin, the use of terror and the system of centralization was much more prominent, with political rivals being purged and all decisions being made by Stalin rather than allowing local governments to decide for themselves. However, under Khrushchev, the use of terror dramatically reduced and power was given back to local governments who were now able to make their own decisions.
