Can Terrorism be defined as War?

Similarities

  • Terrorism falls under the category of Guerrilla Warfare in it's conduct.
  • Terrorism involves all three levels of war (Strategy, Operations, Tactics).
  • It can be divided into Physical, Conceptual and Morale strengths.
  • Terrorism is a violent method of achieving political aims, as war is an extension f politics; terrorism is an extreme extension of such.

Differences

  • Terrorists class as Violent Non-State Actor under international law.
  • Conventional, Symmetrical warfare is state versus state; Unconventional, Asymmetrical warfare is VNSA versus state.
  • Because Terrorists are not definitively 'combatants' but 'violent actors' under the Geneva convention they are subject to different laws.

Overall comparison

By definition, Terrorism comes under the umbrella of 'War' as it is closely linked with Guerrilla warfare, Revolutionary warfare and general unconventional warfare - but it is a highly asymmetrical and peculiar type of war.
