I would start by explaining what the issue is, maybe say other things which could be considered as sources of moral awareness (the law, other religious books etc)

You could mention the Euthyphro dilemma - Does God command something because it is good or is something good because God commands it? That gives you one argument for and against - there is another standard of good which is separate from God if good already exists. For the other side, God must be the only source of moral awareness because things he commands are good and anyone else trying to explain moral awareness is simply using God's guidelines

i would always begin with tackling the question. doubt and criticise every single word if you can. then as Lauren cites, develop those points, but dont forget to criticise everything!!!   link every paragraph back to the title, and dont forget a conclusion! :P enjoy
