what is meant by a constant? For example Charles' Law: At constant volume (i.e. in a sealed container): Pressure / Temperature = constant.

It means the same. 
In the combined ideal gas law; PV/T = constant
This means; P1 x V1 /T1 = P2 x V2 /T2
As the volume is the same; you can eliminate the V (V1 = V2 = V)
This makes Charles' law...
P/T = Constant (P1/T1 = P2/T2)
